Spalding East Neighbourhood Policing Panel, Thursday 25 October, 7:15pm, St Paul’s Church Hall, Spalding. Meet to discuss local issues and seek to work with the police, South Holland District Council and other agencies to try and resolve residents concerns. Attending this meeting will be candidates for the Lincolnshire Police Commissioner. You will have the opportunity to meet and question them.

CURRENT NEIGHBOURHOOD PRIORITIES
Our priority still remains the persistent drinking of a few in town centre. Patrols in the area remain highly visible and anyone seen drinking alcohol will have the alcohol seized and if the can or bottle, the drink is disposed of. Police officers have been issuing section 27 orders, which exclude an individual from a designated area for up to 48 hours; if they return to this area within this time, they may be arrested.

You asked us to look at the increase in bicycle thefts that have been occurring in and around the town centre. In response we have set up a problem solving plan to address this. Foot patrols around the town centre have been increased; we are encouraging the public to have their bikes security coded (this service is being offered at Gibbons cycle shop on Winsover Rd for a small charge).

CURRENT NEIGHBOURHOOD PRIORITIES
Concerns over vehicles exceeding the 30mph speed limit along Station Road, Surfleet. The main offending drivers seem to be exceeding the speed limit in the early morning and late afternoon, between Monday and Friday. This causes much annoyance and alarm to the local residents, and concerns over the safety of school users, who attend the primary school, which is located on Station Road.

Been carrying out regular speed checks along the entire stretch of Station Road, and also Reservoir Road, in Surfleet. We have utilised an interactive speed sign to educate drivers of their speed, and we have also conducted checks with the Radar gun, which has led to numerous endorseable speeding tickets being issued. Further sessions are planned with the Radar gun. The local Neighbourhood Policing Team has also worked closely with the pupils of Surfleet Seas End Primary School, utilising the Hand Held Radar and interactive speed sign, to educate drivers, and reduce motorist’s speed, along Station Road.

NEWS / EVENTS
At the Police Authority we are always trying to remind people both inside and outside of the Force about what the Police Authority do, and even how people can influence the way Lincolnshire is policed. People often think there is no way of knowing how and why strategic decisions about policing are made and often feel cut off from the processes.

Operation Fusion focuses on serious acquisitive crime including burglary, robbery and vehicle crime. The Spalding North Rural NPT has also been involved on the specified “days of action” as part of the Operation’s innovate measures.

Operation Nova is a pseudonym for “No to Violence and Abuse”. This is a long-term operation to reduce alcohol related Anti Social Behaviour and reduce the violence in the night time economy.

CURRENT NEIGHBOURHOOD PRIORITIES
Local youths aged between 13 and 19 year, acting in an antisocial manner in Flinders Park, and the Skate park, Donington. The local youths are drinking underage, discarding beer bottles, and causing criminal damage. This predominantly occurs on Friday and Saturday night between 6pm and 11pm, much to the annoyance of the local residents, and the inconvenience and expense of the IDEA group.

During 2010, the local Neighbourhood Policing Team has conducted numerous hours’ foot patrol in order to deter any offences. We have been actively involved in Partnership with South Holland District Council tackling the youths seen acting in an antisocial manner, drinking whilst underage, or being present in areas where they are classed as being vulnerable. We have also visited all Off licensed premises, and checked that they are fully complying with the law.

A poster competition was held which involved the children from the local school designing a poster to help reduce criminal damage and antisocial behaviour, and the winning poster is now being displayed in the park.

A BIG TIDY UP EVENT was undertaken which involved the Local Neighbourhood Policing Team and the Children from the Local School. This was very successful and the children enjoyed getting involved. Police patrols will continue in the parks to reduce any forms of antisocial behaviour.

Specifically occurring between 7am and 9am, and then later in the afternoon between 5pm and 7pm. This predominantly occurs between Monday and Friday, much to the annoyance and concerns of local residents and school users.

Been carrying out regular highly visible foot and mobile patrol during school hours to offer reassurance to the local residents. We have also utilised an interactive speed sign along the Main Road, to educate drivers of their speed. We have also been carrying out regular speed checks with the Radar gun, and have issued endorseable speeding tickets to offenders. We have also referred numerous drivers to a speed reduction seminar. Further sessions are planned with the Radar gun. The local Neighbourhood Policing Team will be working closely with the pupils of Quadring Primary School, utilising the Hand Held Radar and interactive speed sign, to educate drivers, and reduce motorist’s speed, along the Main Road.
